Spoon the mushroom and onion mixture on top, spreading it evenly across the steak. Sprinkle the spinach on top, followed by the slices of provolone. In a medium bowl, combine the stuffing mix, water and butter or margarine. Add the green onions and the red bell pepper. Dust the backstrap with garlic powder, seasoning salt, kosher salt & pepper.
