Heat the oil in a paella pan (I use a cast iron braiser) on medium heat and add rice. Add garlic and stir for a couple of minutes. Stir in garlic, red pepper flakes, and rice. Stir in saffron threads, bay leaf, parsley, chicken stock, and lemon zest.
